What Utah law says about recovery services

Utah requires a locator to hold an active Utah private investigator (private detective) license before charging a contingency fee, caps that fee at 20% of the amount collected, and bars any fee at all until the property has sat with the state administrator for at least 24 months. The finder-owner contract must be signed, dated, notarized, and filed with the claim, and even a fee within the 20% cap can be rejected as unreasonable. This is the most restrictive of the five assigned states given the mandatory PI licensure.
